Scope and Contents

The collection consists primarily of briefing books for Commission on Research Integrity meetings and hearings. The briefing books contain agenda, readings, testimony, and background information. Note that the briefing book for Meeting 8 is missing from the collection. The collection also contains some related files including a few meeting transcripts, subject files, correspondence and memoranda, and clippings. The materials in the collection were the property of Commissioner Judith P. Swazey and contain her notes.

Historical Note

The Commission on Research Integrity (informally known as the Ryan Commission after its chairman, Kenneth J. Ryan, M.D.) was mandated by the NIH Revitalization Act of 1993 to review the system for protecting against research misconduct. The Commission considered several issues, including a new definition of research misconduct; an assurance process for institutional compliance with HHS regulation; mechanisms by which to respond to and oversee related administrative functions and investigations; and the development of regulation to protect whistleblowers. The Commission held a total of 11 meetings open to the public in the Washington area and 4 regional hearings on university campuses in California, Illinois, Massachusetts, and Alabama. The Commission delivered its report, Integrity and Misconduct in Research, to the Secretary of Health and Human Services in November 1995.

The collection was processed in 2026. It was rehoused in acid-free boxes and folders. ORI (Office of Research Integrity) reports and other information concerning misconduct investigations were removed from the collection.
