Roberts at nytimes.com with copy to Warnke at howrey.com recalling a telephone conversation about placement of a Warnke op-ed "Test Ban Would Help Block Use of Spreading Nuclear Weapons Knowledge" and reporting transmission of an electronic copy of the text. The op-ed was not published. Also, a somewhat longer version of the text under a different title and stamped "DRAFT."
