Two page typescript "Memorandum for Senator Symington" enumerationg points against early deployment of the Trident submarine/missile systems. Prepared as Symington is ready to accept a classified briefing from DoD on the subject. Also addressed is the general problem of "attempted concurrency of development and construction programs." There is no conclusive evidence of Warnke's authorship of the memo.
