The collection consists of the personal and professional papers of U.S. Congressman Robert Low and his wife, Washington D.C. socialite Virginia Murray Bacon. It includes correspondence, diaries, scrapbooks, subject files, printed materials, financial records, and other materials.

Robert Low Bacon (1884-1938) was a Republican Congressman from New York who served in the United States House of Representatives from 1923 until his death in 1938. Bacon graduated from Harvard University in 1907 and Harvard Law School in 1910. From 1910 ro 1911, he worked for the U.S. Teasury Department. Subsequently, Bacon was a banker in New York City from 1911 to 1922. During World War I, he held the rank of Major. Bacon served in Congress from 1923 to 1983. He is buried in Arlington National Cemetery.

Virginia Murray Bacon (1890-1980) married Robert Low Bacon in 1913. She was a longtime civic leader and patron of the arts in Washington, D.C. She died in 1980 at the age of 89 and is buried in Arlington National Cemetery.
