Scope and Contents
1 printed proclamation (in French) issued by Otto von Emmich (German Army of the Meuse): "Au People Belge." First line: "C'est a mon plus grand regret que les troupes allemandes se voient forcees de franchir la frontier de Belgique." ["It is to my greatest regret that German troops are forced to cross the border into Belgium."] Circa 1914.
