Porter wrote to Assistant Secretary of State, Professor Moore, on this subject. He thanks Byington for his and his son's interest in Porter's political career in Connecticut. References military victories of Dewey and Sampson in the Caribbean Sea against the Spanish. Sent from Executive Mansion, Washington to Consul of the United States, Naples, Italy.
