Container Summary

Scott lectured at Kiel, Berlin, Munich, Frankfurt, Goettingen, etc., on the Spanish origins of international law. There was some controversy over Scott's participation in the lecture tour because of his former membership on the Commission of Responsibilities for War at the Paris Peace Conference.
