Documents from Scott's participation in the Paris Peace Conference. Scott went to Paris as a technical legal delegate attached to the Office of the Secretary General of the American Delegation. He served as the American representative on four committees: The Committee of the International Regime of Ports, Waterways and Railways; Committee on Submarine Cables; Commission on the Responsibilities of the Authors of the War and Enforcement of Penalties; and the Final Drafting Committee.
