Copy of a ten page paper dated Apr 1, 1975 by Townsend Hoopes exploring the hope that the North Vietnamese regime might use political rather than military means to establish themselves as rulers of South Vietnam. The conventional invasion by the North Vietnamese Army was at that time less than 30 days from taking Saigon.
