Copy of a four page typescript headed "Memorandum for Henry Kissinger" Barnet used his extensive contacts with North Vietnam's Premier Pham Van Dong to craft an approach from the U.S. that would be acceptable to the other side, including concession that American POW's were not covered by the Geneva Convention and that their release would be phased to correspond to U.S. withdrawal from Indochina.
