A draft of an amicus brief in a suit questioning the legal basis for the Nixon administration to prosecute the Vietnam War. A handwritten note from Warnke to Clifford: "Mr. Clifford, I was asked to show this to you & ask if you would sign it. I have decided not to do so myself." Clifford added in his own hand "Mr. Warnke, Thank you. I do not choose to sign it. CMC"
