Copy of the memorandum by Walter Millis describing the scope and impact of the existing federal personnel security programs on about 10 million American citizens, about one sixth of the working population. He outlines the operation of the programs, the political and bureaucratic pressures that drove them, and the constitutional problems they presented. This document was the basis for the Fund for the Republic's approach to the issue.
