Of interest, two print-outs from ACDA on successes based on historical unilateral initiatives including non-use of gas in WWII and Nixon's 1969 renunciation of a biological warfare capability. Letter from John J. Gilligan supplying a copy of Warnke's chapter on defense for"Beyond the New Deal -- Democrats Look at the Future" from July 1976.
