Copy of Warnke's statement before the Senate Armed Services Committee, edited and annotated in Warnke's hand and, unusually, with a felt-tip pen. Several pages of notes of the hearings in his hand. Also, a memo from Thomas Scoville suggesting material for response to Sen Henry "Scoop" Jackson's request for examples of Warnke's understanding of the importance of "perceptions" in the U.S./Soviet confrontation. Also, carbons of memos from the Congressional Research Service on Congressional actions on nuclear-powered ships and examples of arms budget cuts. Finally, notes (MS) from Bill Jackson with tactical advice on dealing with the Senators.
