Copy of undated report by ex-Sen Joseph S. Clark on the Reorganization, Restaffing and Potential Functions of the Arms Control and Disarmament Agency in a Carter Administration. Warnke is not mentioned in the list of persons consulted in preparing the report. Appendix D lists names of persons considered by Clark as qualifies to serve in ACDA. Only the first page, ending at Shulman, is present in this copy of the report. Also a letter (TLS) from Fred Ikle, the incumbent Director of ACDA.
