Container Summary
Warnke responds vigorously to additional papers. A long letter to Henry D. Owen of Brookings makes several substantive points. "Friends, Enemies and Others" is Warnke's major overview of foreign affairs and defense policy for the campaign. Thanks (TLS) from Carter for participation in the briefing in Plains. A copy of a guidance memo from Jack Watson marks the beginning of "...low-key advance planning...in the event of victory in November." Finally, Warnke offers some advice on the structuring of the Ford/Carter debates as well as content in a memo for Mr. Hargrove.
