Early involvement of Warnke in the Carter campaign. In particular, a letter (TLS) from Zbigniew Brzezinski thanking Warnke for participation in an advisory meeting and asking for thoughts on paper. Two unsigned, undated papers: "Campaign Politics and Foreign Policy" and "Arms Control Outline", the latter edited in Warnke's hand. Notes by Peter G. Bourne (ALS) and S[?] Stark, issues coordinator (ALS) forwarding Carter speeches on Foreign Relations and Middle East Policy, respectively.
