Container Summary

Biden's letter (TLS) enclosing a speech made on May 3, 1986 to the Democratic Policy Commission, "American Foreign Policy: the Dangers of Ideology" and inviting comment. No evidence of Warnke reply. Also, a copy of Warnke's letter to Biden in support of the CFE Treaty, sent at the request of R. James Woolsey, former U.S. representative to the negotiations.
