Evidence of early assistance by Warnke to Kennedy in the area of foreign affairs. A note of thanks (TLS) from "Ted" conveying the press release text of an address to the World Affairs Council of Boston. Also, Warnke using the opportunity to express thanks for a collection of Kennedy's recent speeches to raise substantive points about the ABM, MIRVs and China policy. Kennedy responding (TLS) with general agreement but noting that some senators give greater weight to "...technical criticisms of Safeguard..."
