Container Summary
Letters of positive comment on work of the Panel. Also reports on two additional briefings from Haig on Oct 20 and Oct 28. Also an exchange with Homer A. Jack (TLS) who suggested that SALT I was a failure and that the UN needed to have a greater role in such negotiations. Warnke replied that the SALT I agreement was "...the single most important step that has been taken toward the control of nuclear armaments."
