Container Summary

Discussions of personnel, unsolicited papers and correspondence prior to formation of the Panel. Of note, a copy of a letter from Townsend Hoopes to McGovern about the national security briefings given to the candidates in 1968. An early draft of McGovern's acceptance of briefings and a copy of his final letter nominating Warnke to receive them.
