Correspondence and papers related to the campaign. In particular, a memo to Warnke from Donald E. Nicoll sending for review a paper on the upcoming Stockholm conference and more generally on the structure for foreign policy development in the light of recent failures. Finally, a post-campaign exchange between Muskie (TLS) and Warnke (XER) on Warnke's contribution to Henry Kissinger's confirmation hearings and on Muskie's floor speech highlighting the administration's dirty tricks against columnist Joseph Kraft.
