Frederick Hoffman (TLS) and Graham Allison (TLS) recommend, in detail, formats for the hearings that avoid prescribing an official Democratic alternative defense policy in part because "...Democratic hopefuls are more likely to hang together when raising problems for the Administration than when developing alternatives." Warnke and W. Averell Harriman make a joint Democratic response to President Nixon's State of the World message. Policy papers on strategic arms negotiations, the draft and all-volunteer army, and the 1972 Defense Budget are prepared.
