Speech before the Shalom Project and the Hillel Foundation at Northwestern University, Chicago, IL, Feb 17, 1993. Conventional Arms Sales -- We Are Number One. Typescript annotated in Warnke's hand. "In the last two years of the administration of President Lyndon Johnson, my office in the Pentagon, that of the Assistant Secretary for International Security Affairs, was in charge of conventional arms transfers. Also correspondence on arrangements. Substantially the same notes were used for a speech to the Chicago Council on Foreign Relations on Feb 18, 1993.
