Garwin (TLS with enclosures) offers a view on the question of degradation of nuclear stockpiles in a CTB environment. Also, thanks (TLS) from Kent Conrad for a discussion of foreign policy and arms control issues, thanks (TLS) from Edmund S. Muskie, and an exchange with Sen. William Proxmire (TLS) about a Warnke speech which was quoted extensively in Tom Wicker's NY Times column and used again by Proxmire on the Senate floor.
