Letters to Warnke and copies of his own. Two letters and a trip report from David A. Raymond on Stuart Symington's staff about their trip to Vienna and Geneva about MBFR, IAEA, and SALT. Also a letter from Sen. Symington enclosing a copy of Paul H. Nitze's paper "Nuclear Strategy in an Age of Detente" and a critique of it by Wolfgang K. H. Panofsky. Includes a letter from Symington letter enclosing a copy of his seven-page reply to Nitze.
