A memo from Sol. M. Linowitz enclosing the text of a speech on Latin America. Also, a note from Herbert Scoville, Jr. with a carbon of his paper on preparation for SALT II. Finally, a letter (TLS) from Daniel I. Davidson asking for comment for "The Gov" (Averell Harriman) and himself on an article on the Jackson amendment.
