Container Summary

Invitation from Richard Harris Smith to Warnke to join the Advisory Board, a copy of Warnke's letter of acceptance. Also a statement of proposed projects for the period 1989-1990, including the effectiveness of intelligence oversight, Soviet-American dialogue and a "World Almanac of Intelligence Services". Correspondence about arranging an initial meeting with Warnke in Washington. Finally the first annual report noting that funding necessary to support a serious program seemed out of reach.
