Hanabergh, U.S. Consul in Cartagena, Colombia, requesting him to deliver the letter to General Lopez and indicating that Sullivan will go to Bogota in spite of a revolution in Colombia. Reference to General Riasco capturing the city of Barrouquilla. Sent from Barrouquilla, Colombia to Cartagena.
