Sullivan to U.S. Secretary of State, concerning the appointment of Antonia Maria Pradila as Secretary of the Interior and Foreign Relations of Colombia to replace Santiago Perez, who resigned. Miguel Samper, Colombia Secretary of the Treasury who worked on the Darien Canal treaty, has also resigned. Sent from Bogota, Colombia to Washington, D.C.
