1 Typed Letter (carbon) date 12/6/1976 from Richard M. Helms to Cyrus R. Vance, congratulating Vance on becoming U.S. Secretary of State. Helms compliments Vance on his effective service to the Lyndon B. Johnson Administration, criticizes the handling of international economic policy, and comments on the role of the Secretary of State vis-a-vis the Secretary of the Treasury. Helms recalls his trip with Dean Rusk and Vance to Lyndon B. Johnson's ranch in 1968. He also is willing to speak with Vance about Iran. Sent from Tehran, Iran.
