Helms refers to a talk he gave at the American church service on 7/4/1976 and mentions U.S. Treasury Secretary William E. Simon. On the same letter appears a handwritten note dated 7/24/1976 from McNamara to Helms, complimenting him on the abovementioned speech and articles.
