1 Typed Letter Signed dated 09/28/1978 from Richard Maass to Henry Bartholomew Cox, informing Cox that the Philip Sang estate had decided to sell a letter signed by John Penn, a North Carolina signer of the Declaration of Independence, to magazine publisher Malcolm Forbes. The sale had been seen as an effort, supported by Forbes, to provoke a replevin action by North Carolina and ultimately generate a test case that could overturn the ruling in N.C. v. West.
