Container Summary
1 Typed Letter Signed dated 07/22/1978 from P. William Filby to Henry Bartholomew Cox, suggesting that Cox contact William D. North, the counsel for the American Library Association, to develop a policy to protect public documents owned by private individuals or organizations from replevin actions. This Letter is attached to, and immediately follows, a Printed Article from the Archival Security Newsletter of March 1978 describing ALA actions to develop such a policy following the West case. Also attached to these documents is a draft of meeting minutes from the ALA's advisory committee to legal counsel for replevin, dated 06/26/1978, noting the West case had generated uncertainty over title to documents in private hands and had shown the need to establish uniform state and federal laws allowing private collectors to establish clear title to documents that government agencies could claim.
