1 Typed Letter from Henry Bartholomew Cox to Mary A. Benjamin, dated 03/20/1978, comparing two bills sponsored by Rep. L. Richardson Preyer of North Carolina, and by Rep. John Brademas of Indiana, pending in Congress to manage the papers of retiring presidents. Cox expresses to Benjamin his concern that the bills reflect a sense that Congress was preparing to claim every document created by a president, regardless of its location, as federal property, and that Congress would likely pass some version of the two bills. This Letter is similar to one found in Box 2, Folder 37.
