1 Typed Letter from Henry Bartholomew Cox to P. William Filby, dated 03/18/1978, describing two bills in Congress that would establish procedures for housing presidential papers. Cox explains the differences between the bills, which were sponsored by U.S. Rep. L. Richardson Preyer of North Carolina and U.S. Rep. John Brademas of Indiana. Cox also tells Filby he sees the bills as an attempt by Congress to claim all presidential documentation as federal property regardless of where it may be housed, and that he believes Congress will pass the bills in some form.
