Benjamin to Henry Bartholomew Cox, discussing worries from librarians and autograph collectors over a proposed bill pending in Congress that would assert government control over presidential papers. Benjamin was worried that the bill, as then written, could be interpreted to allow government seizure of all personal and official presidential records while applying to all past presidents.
