Includes his early life and his experiences with ECA missions in Switzerland, 1948; Vienna, 1953; London, 1956; in Libya in the Office of the Prime Minister, 1957-58; at ICA's Africa/Europe Bureau, 1959; with the Development Assistance Committee/OECD in Paris, 1969; in USAID/Turkey as Program Officer-Economist, 1964-67; at Harvard's Center for International Affairs, 1967-68; in Saigon, Vietnam as Economic Counselor of the Embassy and program officer-economist of the AID Mission; in Indonesia, 1969; as Deputy in USAID's Bureau for Program and Policy Coordination, 1970-73; as Assistant Deputy Administrator, and as US Representative to the Development Assistance Committee (OECD) in 1977.
