Includes his early life and his experiences with USAID in Indonesia, 1961-66; in Afghanistan as Controller, 1996-68; in Laos as Mission Controller, 1968-71; at the Industrial College, Fort McNair, 1970-71; in Washington, 1971-75; as Deputy Director in the Philippines, 1975-78; as Deputy Director in Abidjan, 1978-80; and as Associate Assistant Administrator of the African Bureau, 1980-84. Includes an appendix on Indonesia.
