Includes his early life and experiences as Program officer in ICA, 1955, and Vietnam, 1959; as Deputy Chief USAID in Brazil, 1962; assigned to the Senior Seminar, 1966; in Washington with the Latin American Bureau, 1964, and the State Department Policy Planning Staff, 1966; working on the creation of the Development Loan Fund, 1950's; Regional Director of USAID program for East Africa, 1969-71; with the Overseas Development Council, 1971; and with the Solar Energy Research Institute.
