1 Autograph Letter Signed (transcript) by Rear Admiral and Superintendent of the U.S. Naval Academy David Dixon Porter, dated 2/15/1866, to U.S. Secretary of the Navy Gideon Welles, commending the actions of Dominick Lynch III. Porter explains that the commendation has been delayed since the fall of Fort Fisher, North Carolina. Lynch was an ordnance officer in Norfolk, Virginia during Porter's tenure as commander of the Atlantic Squadron. Sent from Annapolis, Maryland to Washington, D.C.
