Container Summary

Draft statement, Foreign Policy, Defense and Arms Control in a series(?) American Security in the 1980's. After a brief critique of the Reagan Republican record, it presents a positive Democratic alternative program. The transmittal note from Tom Scoville is even more interesting. "Here are 3 copies of the paper for you, Mr. Clifford, and possibly for Mr. Reston." It continues to outline the history of the document and its projected use.
