Container Summary

A facsimile from Ellsberg to Warnke asking that Warnke urge Rep Lee Hamilton to allow incorporation of much of HR2076 into the mark-up of the Defense Authorization Bill. Rep Donald Dellums would introduce the language on no-first-use as a floor amendment. An interesting look at the mechanics of legislation. NB The pages carry a facsimile transmission date of JUL-22-02 THU 11:12 rather than 1993 but it is almost certainly a result of missetting the machine.
