Container Summary

Copy of a typescript text entitled A START Agreement and Beyond seemingly intended for delivery to AAAS during the Bush-Dukakis 1988 campaign. It does not appear in the calendars of delivered speeches and has none of Warnke's characteristic annotations. It analyzes arms control initiatives then arising from the Gorbachev regime and recommends a slow path.
