Container Summary

A twelve page typescript, edited in Warnke's hand. From internal evidence it was probably to an audience that generally favored development of cruise missiles and the Trident submarine/missile system. Warnke uses the problems generated by mutual MIRV deployments to urge reconsideration of any decision to deploy these weapons.
