Grant's activities in Vicksburg and Joseph Hooker's activities in Virginia. Miller doubts the Confederates can mount an offensive. Passing reference to Louisiana preparing to rejoin the Union and to North Carolina Governor Zebulon B. Vance threatening to withdraw troops.
