Whitney, Secretary of the Navy (1885-1889), to Jackson McElmell, appointing him President of the Naval Examining Board in session in Philadelphia in relief of Chief Engineer H. W. Fitch. 1 TLS dated 6/25/1888 from Whitney to McElmell, extending his services on that board until 6/30/1889, with references to Chief Engineers H. D. McEwan and L. W. Robinson. Both letters sent from Washington, D.C.
