1 ALS dated 8/21/1860 from Isaac Toucey (1796-1869), Secretary of the Navy (1857-1861), to Jackson McElmell, detaching him from the vessel the "Pawnee" and ordering him to report for duty on board the "Powhatan;" sent from Navy Department. 1 ALS dated 9/29/1860 from the Bureau of Navigation & Office of Detail to McElmell, granting him a leave of absence for one month; sent from Washington, D.C.
