Millspaugh to Charles Evans Hughes and William Phillips regarding the North Persian oil situation, with references to Standard Oil Co., Anglo-Persian Oil Co., Sinclair Oil Co., the Khoshtaria concession, John Bassett Moore, and others; 1 carbon TMs memo from Millspaugh to Phillips and Leland Harrison regarding a conversation between Millspaugh and a Mr. Naramore of Sinclair Exploration Co. regarding negotiations with Standard and Anglo-Persian.
